When installing services, tl-setup installs vsmserver first. vsmserver has a "should-start" facility requirement of vsmagent, a service which doesn't exist yet since it hasn't been installed. This produces a (non-critical) error message on systems which honour these facilities.

We should install the vsmagent service before vsmserver.

We've converted to unit files now, but the problem probably remains.
