Since the Java client is being removed we should consider removing the barely
used tlclient.cgi.log.

Another option could be to start using it more in the web integration, it is
only used in one place at the moment.

Remember to update the SELinux stuff and tl-setup when this is removed.

Since tlclient_cgi.hconf only consist of configuration parameters for logging,
it will be removed as well as part of this.
