This is the macOS part of bug 6207, and it is similar to bug 6217. macOS used to have Twain, but Apple discontinued the support of Twain for Mac OS X 10.9 (OS X Mavericks) or later. As I understand it, you should use Apple’s ImageKit instead. Some ideas:

1) Use scanimage. Implement the SANE API on top of ImageKit.

2) Port scanimage to macOS/ImageKit.

3) Use some other tool. This seems to be a nice one: http://blog.scottkleper.com/scanline-command-line-scanner-for-mac/

Solution 3) is probably the easiest one. However, that would mean that the scan options would not be the same between the Linux and macOS client.
