On Windows Touch using Firefox the keyboard control bar button is not working, neither opening nor closing of the on-screen keyboard works.

Not a problem only on Firefox. All browsers on Windows 10 touch has problems here. Some more details:

Firefox
-------
Opening does not work. Closing the on-screen keyboard seems to work using the keyboard control bar button. Given that the 'state' is in sync:

 1. Click the keyboard control bar button (will highlight but not open keyboard)
 2. Open the keyboard using the Windows-button in the bottom-right corner
 3. Click the keyboard control bar button
 4. Keyboard closes

IE
--
The keyboard control bar button works just fine, both for opening and closing the keyboard. That is, until you close it using the close button on the top-right corner of the on-screen keyboard. After doing that, the keyboard control bar button doesn't work at all.

Edge
----
Opening works, closing does not. However, note bug 5547.

Chrome
------
Opening works, closing does not. However, note bug 5547.

If the interface is out of sync (bug 5547), things will not behave as expected due to this bug (bug 6348). More specifically, if the interface believes that the keyboard is closed, but it is in fact open, the keyboard will close when using any button in the interface.

As expected, we can only end up in this state in Chrome and Edge (due to the fact that closing doesn't work using the keyboard control bar button).

This seems to be working better these days. Edge and Chrome both work fine. Firefox has gone and stopped support touch altogether (see bug 7395), so it cannot be tested.
