It could be made easy by implementing support for a two-finger slide to pan.

After bug 7111 it is now possible to scroll in applications using two-finger drag in Web Access.

In scenarios where the session is larger than the browser window you might want to pan the viewport (the view of the session). Users would likely expect the two-finger drag gesture to perform this action since this is the normal way to scroll/pan on touch devices.

It is likely a better user experience on a small screen to have a session larger than the screen and the possibility of panning (and perhaps zooming too) using gestures.
