Assigning a specific subcluster to the user root does not work, this is due to the fact that this user has an uid of zero.

Was a simple fix, I have tested on RHEL 7.

Can confirm that this was broken before and now works. I also added a unit test to make sure it doesn't come back.

Release notes look good.
