To reproduce:
* Start drag on control bar handle.
* Drag over canvas.
* Observe that the cursor disappears and does not reappear until mouse is released.

Not an regression, same beheaviour on 4.10.1 (eudemo).

This is a variation on bug 7403 with the order reversed.

Also verified that this behavior was the same before the changes that were made for bug 5779 with commit r34504.

As of bug 7550 we are dropping support for IE, so this bug is no longer relevant.
